I've been into transfers and contracts and set every option to delegate and it didn't seem to make any difference. Unless there is another menu somewhere in missing. I've changed the settings for all 3 reserve teams.

I've always thought about playing an Eastern European league but I get worried that teams like Red Star or Steaua just dominate their leagues due to Champions League money and It might be quite dull domestically. I'd be curious to see how this works out whoever you choose.
