I have had good success lately trying out tight marking in team instructions with set pieces. I believe defenders stick more to strikers even in set piece situations so give it a shot see if it helps.

Sometimes if I am in a lower league team and the scouting system is not great, I go and scout myself. I just go to different teams and different countries and look at players they have. one by one :) ..... someone has to do it.
