Databases World Cup 4-team groups

This file changes the 3-team groups that the game uses to the 4-team groups that FIFA has announced for the 2026 World Cup and beyond. As far as I can see, there's no way to get, like, USA always in group A without rebuilding the whole thing, but the default game has that same problem anyway. From 2026 (usually hosted by Spain in the game's semi-random rotation), the host is back in Group A as usual (but the 4-team groups stay).
