£0 Arsenal Transfer Budget

Hi, I just started playing a save as Arsenal and no matter what at the start of each game i get offered £0 as my starting transfer budget, regardless of what expectations i choose ... what the **** is going on and can someone help me fix it.

When you start a new game, are you sure that you have allowed " transferbudgets in the first window" ?. If not, then no team has a budget until the next window

You probably accidentally unticked the box when you were creating your game that says, 'allow transfer budgets in first window' or something like that. If it isn't that, no idea; maybe they just start with nothing? Never played as them, I couldn't say for sure.
