Team talks depend upon the specific circumstances and specific players and their individual performances.
If you're 1-0 up away from home against a world-class team that you shouldn't be beating, then telling your players you're pleased (if their performances have been ok and better) is probably a good thing.
If it's a match where you think that you should be 1-0 up, saying nothing to those who have performed 'okay' is a decent idea.
If it's a match where you should be 10-0 up, then maybe a rocket is what is needed.
It's an aspect of the game which can be learnt, but it is so context dependant that it's very, very difficult to give hard and fast rules because players will respond in different, (almost) individual ways in different circumstances. I use notes a lot to track player responses and figure out how to motivate them better.
