3 years to build a stadium?

So I made a new team out of superstars just to have fun and i put them in a really small stadium. i asked for a new stadium to be built and they did it, its supposed to hold 24k people.. but it wont be done until 2014.. i'm still in 2011, is this normal or is it bugged? can i expand my current stadium because its gonna be another 2 years and a half until its done

I dont think board will do both especially after agreeing to build new stadium.

I just picked a random ground to play in in uk and its in hitchin and holds about 500 people haha
