I think Kagawa is a decent AMR, he can also be played on the left too as he's both footed.
Others players worth taking a look at: -Gaitan -Pedro -Adem Ljacic -Lewis Holtby -Alexis Sanchez -Elia - Xherda Shaqiri
Sure a few of these guys will be able to be picked up for less than 20m. Personally, I think Holtby would be a cheap and cheerful buy. He's only young and can play on both sides. Had him on FM11 and he was a regular for many seasons on that left side. Might be able to pick Shaqiri up for 10m perhaps - That guy turns into a pretty decent attacking winger.
