Pretty much what it is. An attacking tactic that makes the most out of your players.
You have an Anchorman who helps out the backline as a DM. He has his eyes on his opponents and is there to nick the ball away from them and distribute it to a winger or anyone open for a counter attack. Your wingbacks are pushed further forward to help out the wingers. Your Shadow Striker is a striker in disguise. He defends as a midfielder, but he attacks like a Striker. Your Limited Backs are...well..limited, they do they job at the back and nothing else.

Training
Pre-seson: Team Cohesion/Tactics for pre-season with the "before/after game" ticked off and the slider moved all the way to the left
During season: Balanced/Def Position (against big teams) and Attack Movement (against weaker sides) with the "before/after game" ticked back on

All must have Very High intensity, tho
Opposition Intructions
Mark every Winger/Attacking Mid/Striker tightly, close down, and show them all on to weaker foot
Preferred Moves
Wingbacks should be trained to get further forward, the Anchorman should be trained to mark opponents tightly, the Shadow Striker should be trained to move into channel

Looks a great tactic for Swansea, which I have struggled to find. Do you have any screenshots of results and i assume it's for 14.2?
