A youth recruitment network question

Does getting a better youth recruitment network simply mean you attract players from a wider geographical range? And therefore does that mean you are less likely to get regens that were born locally?

I ask because if you wanted to recreate a 'Lisbon Lions' scenario where all the players (well all but one) are born within 10 miles of the ground, would you have to not upgrade your youth recruitment network?
 
Youth recruitment determines the PA of your regens. It does not determine where they come from, I believe your scouting knowledge does that.

In my story I have 20/20 youth recruitment, yet out of the 100 or so regens I've had come through, 1 has not been from Holland.
 
Logically, a wider youth recruitment network shouldn't damage your chances of forming a "Lisbon Lions" team, because the kids that fail to get into the U18s won't be nearly good enough anyway. There's not much point in having an U18s side full of local kids with 1/2 star potential.

Plus, a wider youth recruitment network can recruit kids who were born in your city but moved away.
 
being a celtic fan myself i tried this on 2011,12,13 and this years, i came close but ended up forming a partnership with parana (brazil) and ended up with some gd brazlian regens so opted for the foriegners. suppose it just comes down to patience as it will take a long time for regens that can contend for 1st team slots to churn out your academy.
