Activity in the lower leagues

In England the playable leagues only go down as far as Blue Square Bet North/South. I'm just curious to know if any teams can go up and down from them to the unplayable leagues? I would like to see my hometown club (don't laugh) Maidstone United go up in the leagues but they're in the Isthmian South. Does anybody know if I can bump them up a few leagues with the editor or give them a load of money in the hope they are able to get promoted into the Blue Square South?

syou can just put them in the BSS, just swap there league and and previous seasons position with a team in the BSS

no you would have to start again, you could maybe use the save game editor or FMRTE but i don't know how to use either of those
 
I have FMRTE and you can't do that. I think it's more limited than last year's one. Thanks for your help though, much appreciated.
