Adding Relegation With No Lower Playable League

I am trying to create something similar to the relegation like in the BSS/N. By this I mean I want 3 teams to be relegated, and 3 random teams to come up.

Does anyone know how to do this?

How do you make an inactive league?

you would need to make the division and go through the wizard as normal, then where you have the actual division listed, where you change prize money, can make matches on christmas, insert a winter break and other stuff. the first page you see should have an option where you can change the division type to contains sub divisions, has groups, normal league and one of the options should be inactive division.
