Affiliate Clubs

Is it possible to tell your affiliate club, (at least when the club replaces a U21/Reserve team for you), to play a specific tactic without making a new manager and taking control of the club? I understand if other type of affiliate clubs around the world play their own way with their manager, but it feels so wrong when you have your own affiliate club named from your own club, and it replaces your reserve team, but you can only send players on loan and not control their tactic etc.
