Can all star teams be created in the game and be scheduled to play other all star teams???

I'm wanting to make a 4-Team All-Star Tournament...

Basically I would like to create a Premier League All-Stars, La Liga All-Stars, Ligue 1 All-Stars, Bundesliga All-Stars, Eredivisie All-Stars, Serie A All-Stars to play in a mini tournament with the MLS Star Teams...

Any help/advice would be greatly appreciated

No. only in leagues that already have them, so just usa and australia.
