Andorra: The New San Marino

I was thinking, instead of doing The San Marino challenge, what other country plays in a big league system from a different country? The answer:

Yeah.

I was thinking for the first 5 seasons I am allowed to use French + Spanish + Andorran players, and then for another 2 seasons Spanish + Andorrans, and then just Andorrans.

How are you going to do it? I thought FC Andorra were in a lower league than what is playable in FM?
