Andrey Arshavin has been waiting a month for a work permit

hello all,

I am in 2013 and just got Coventry City promoted to the premier league through the play-offs. Andrey Arshavin was not given a new contract from Arsenal so he left the club. I gave him a contract offer which he then accepted. It then said he had to get a work permit and they decided not to give him one so i appealed. They said they will make the decison on the 1st of August but it is now the 19th of september and they have not had any mail about it.

When i go on Arshavin profile it says waiting for work permit for coventry move. Its been over a month now, is this a glitch or bug? or does it usaully take this long.

But i can not withdraw the contract though.
