Another Tutoring Question

Ok, so I've been perusing the forums and have pretty much read all the threads you could consider to be a part of the 'FM 2011 Training & Development Bible'.

But the system still manages to perplex me in one aspect. I have no way of being able to ensure that the model professional experienced player with great intangibles will be able to tutor the high potential youngster that I want him to. And this angers me. Nearly to the point of HULK SMASH!

Let me try and put things in context a little bit. After playing a few seasons as a couple of the 'big' clubs, I decided to try something different. I created a club in the English Championship, gave it max training and youth facilities and a freespending chairman with the intent of creating a new, English, Ajax and pumping out scores of highly talented English footballers, keeping the very best for my own development whilst selling the 'dregs' off to the highest bidder.

I also made myself a full complement of highly loyal and excellent coaches, as well as a maximum PA striker prospect and an experienced striker with world class mental and technical attributes as well as a slew of useful PPMs with the intent of making him tutor the talented youngster.

Now, I know what you're thinking. CHEATER! Yes, sure, it's cheating, but I'm not trying to manage a Swedish Third Division team by the skin of my teeth here, holding the squad together with naught but a few bits of wire and chewing gum, I'm trying to make the next Footballer Factory. To even out maxed out youth facilities and recruitment, my team only has a middling reputation, comparable to other perennial mid-table Championship teams. And even though I gave my club a pantload of cash in the bank, I always try to spend as little as possible. The idea of dropping more than $10 million USD on a player is, generally speaking, abhorrent to me, even though many might consider that to be a paltry sum, especially if you're doing your accounting in squiggly Ls. But I digress.

After starting up a new game with the database changes in place, after going through the motions of normal Day One procedures, I went to start tutoring my future world class youngster. The only problem? Despite having the EXACT SAME PERSONALITY SCORES, the young talent was not available to be tutored by my experienced player. In fact, of the 3 strikers in my youth system, only one name appeared on the list. Despite the young player in question having an Obscure reputation compared to the experienced player's World Class reputation. Despite both players having been at the club since its founding, albeit with no prior playing experience. (I'm a little lazy when it comes to editing those aspects in the editor)

So... what gives? Is the game simply frowning on my attempts to crank out stars of the future? Does it, perhaps, have something to do with the experienced player also having a role as a coach on my team? Do I simply have to wait a few weeks for the pupil's name to appear on the list? Why? Perhaps its important to give my experienced player a long and detailed playing history which I neglected to do as it's fairly time consuming? Or perhaps there's some sort of CA ceiling that players can no longer be tutored past? That might be it, because the youth player who was able to be tutored has a CA of 72, whereas my future star has a CA of 90, and the high potential striker regen I got upon starting the game started with a CA of 103!

I understand that reputation and CA have some sort of relationship with who can be tutored by whom, but I don't understand the exact causal relationship. So, is there any way to ENSURE beyond any shadow of doubt that an experienced player will be able to tutor a youngster of the same position? Because if I can't do it by using the editor, I'll just go out and sign the tutors I need.

Cause really, player development is my favorite part of the FM/CM series, and it always has been. Even more so than the football at times. But, since I hail from that strange place between Canada and Mexico, I suppose you might be able to forgive me for that.
