Basically, the one who is younger has the change to grow much more. In that respect, Zouma should be 'better'. But if you want to play one of them from the off, in that case Balanta' s stats recommend him as a more capable first team player.
 
Balanta is amazing and is also cheaper and easier to sign.

Balanta almost certainly has higher potential, is better at the start and is cheaper. No brainer.

I'm sure he is. You can scoop him up for <11m at the start of game. He'll sign for just about any team in the Premier League.

Wages are reasonable at the start, his stats are silly. He reminds me of Cristian Zapata in 2011. Both Colombian go figure :p
 
I have both Balanta and Zouma as my LCD and RCD and they are unbreakable. Its like playing younger version of Puyol and Pique in my team, although Zouma is better than Pique, but Balanta reminds me of younger Puyol.
