Have you looked at Jadson (AMC) from Shakhtar yet? He is available for free. Then there is also Mats Rits from Germinal Beerschot that is available for 700k. And if you are looking for a CM that can play a bit more defensive there is Tinga from Ponte Preta.

Makoto Hasebe(Wolfsburg) is great in Championship. Transfer Listed in first season, available for around 400k.
Hedwiges Maduro(Valencia) is also brilliant budget midfielder. Also listed, for around 800k.
Mourad Meghni(Lazio) good attacking midfielder, got him on loan.
Marek Sapara(Rosenberg) is quality. one of the best players under 1.5m IMO. 1.1m
