Basque Regens

Right so we all know Bilbao can only play basque players, which makes finding the best Regens a hugely important part of managing the club.

I did a little research and in real world terms, signing under 16 Spanish players without Basque nationality is forbidden.
I will be implementing this in FM only signing players who already have Basque nationality to make the save as realistic as possible.

Now i know Bilbao, Sociedad and Osasuna are the top clubs who produce Basque players, as well as a few other such as Alaves.

My question is, in Football Manager can Basque Regens come through at clubs outside the Basque region? For example as Mikel Arteta did at Barcelona.

Yes they can come through other youth academies outside of the basque area although i think the chance is slim for instance my save i have hand 4 groups of regens and only one of basque decent/eligibility. Hope this helps

Other than Bilbao is there any other teams that can only have players strictly from a particular region or nationality?
