Listening till Robbie Savage on the Monday Night club and he said he was talking to Bellamy today and he is in talks with a club that is expected and could finish above Man City.

Precisely - one of them. Liverpool badly need quality depth, some of the guys filling in simply aren't good enough (Spearing for one example). Bellamy would be a great capture for them, and a typical Hodgson signing, on a cheap fee given his ability.
