Off the top of my head I could name a few, Khedira, Ganso (maybe up to £25m), Alan Patrick, Pastore (again, £25m-£30m), Kevin Das Neves, Michael Carrick (only on FM), Anderson, Wilshere, Keita, Thiago, Rodwell, Poli, Hamsik, Pirlo, Gattuso (to some extent), Mikel, Lucas (both Liverpool and Sao Paulo), Coutinho.

Cheaper, but much poorer (initially) options include, Adam Barton, Adel Taarabt, Alejandro Faurlin, Mehdi Abeid, Alexandre Coeff, Simone Verdi, Mcdonald Mariga, Casemiro, Davids and Josh McEachran.

You'll have to ask/download a shortlist for any others.
