Best method for getting a foreign affiliation

i am currently in the english 2nd division and would like a foreign/euro club as an affiliate to loan players to, in order to work around work permits in england. i am a fairly small club and have just been promoted earlier this year (wycombe wanderers) if that would make a difference.

i just see all these great young & cheap unattached foreign players and its disappointing losing out on them because of work permits

unless there is a specific option that i havent unlocked, i dont see it

i can request a new feeder club and the board allowed me to send a request of who i want but they said it was unsuccessful after a few weeks

im just wondering if there is a way to expedite the process or if i need to meet some requirements before i can do this
