Best players that will go to low league teams(West Ham)

So im West Ham and i wanna make the team overall better but everytime i go for good players (eg. Huntelaar, Fleck, etc) they wont even negotiate contract terms, what good players will accept or is there anyway to get big players to negotiate terms?

When i did a Birmingham file i signed Janssen on a free, he's a bit injury prone but he finished with over 20 assists first season, also signed Macheda on loan, he got about 20 goals.

I would go for some youngsters like Wilfried, Sanogo, Fierro, Kara, Gabriel Araujo, Romario, Yttegard Jensen, Vrsaljko. They are cheaper and will secure your team a bright future
