Best teams to loan young players out to ?

I have read quite a lot about the considerations of where to send young players because of the development etc.

can anyone give me some suggestions which would be the ideal place to help my youngsters ?

As long as the target team is in a playable league, it should be ok. I found loaning players to leagues where the matches are not fully calculated doesn't do much for their development. When looking for farm teams, you should try to find teams which are at a low enough level that your loaned players will always be first team players and play regularly. However if they are too low in reputation, your players you want to loan out will start refusing to go to that team. So that's the balance you need to find.

Secondary stuff would be things like as good as possible training facilities and staff - but under the line, as much playing time as possible is much more important.
