I've been suffering from a serious problem out there. I'm with Man City, and I usually don't spend even half the transfer budget given to me every season because my team is incredibly strong already, so I spend some of the remaining money on youth signings for my youth team. I have excellent youth facilities, will be soon upgraded to top, and I've bought a lot of youths into my youth squad.
Still though, they don't develop their attributes as much as they were expected to. All my scouts have very high "Judging Player Potential" attribute so the problem can't be with them. I pretty much care to tutor them using my senior star players, and I give most of them good chances for first team actions either by using them in the League Cup or sending them on loan to teams that would regard them as first-team players. Still, they aren't developed quickly and hardly ever become star players.
So I was asking, what's the best way to bring up a youth player's talent and help him reach his highest possible potential? Please help!
