Best way to develop young talent

I am Barcelona and have signed a lot of young talent (I am in season 2). However, I am not sure whether to loan them out or keep them at the club.

What should i do?

If they are under 19 and you have great coaches and top training facilities id keep them,there not going to get that at another club,if they are 19 or over they will be entering a stage were they need first team football to improve further so i would then look to loan them out.
