With my young players I've had in my youth team just train them in the roles they are best at in the position they play and give them as much playing time as possible weather playing them as a Cup Player or loaning them out with the guarantee they'll play First Team or Key Player roles. Most of my youngsters are in my first team due to having a team average age of 23 or 24:) hope this helps :)

i have barcelona b full of wonderkids.

Nations=>World Transfers => youth intake.

Add to shortlist, scout 2-3 times, buy 4-5 star players.

then make sure high facilities, good youth coaches (working youngsters 20)

no individual training => loan to clubs to play first team or move to b team.

Tutor them appropriately.

= world class players bought for < 1 mil.
