A couple of thoughts to keep in mind. The transfer AI in FM isn't perfect, but there is a logic to it. It can be frustrating if you don't respect that logic.
1.
Be Realistic. The reasons that you want to be rid of those players? Also probably some of the exact same reasons they aren't appealing to other clubs. Whether its because they have obvious weaknesses, inadequate skill for the current level, poor overall skill, high wages, etc. The club and level matter - a reasonably decent player who just isn't good enough for Manchester United would probably appeal to lower level EPL clubs. But a player who is of insufficient quality for Sunderland or Burnley... probably not gonna interest other clubs at that level. Clubs a level below might decide they aren't interested because they can't afford the wages or feel their club isn't big enough to attract the player. So when you decide the player is insufficient quality for you, consider who would be interested and why.

Timing. Always matters. Matters heavily in the first window. At the start of a new game, squads are "set" and a lot of clubs don't have significant funds. Sure, the biggest clubs have money, while mid level clubs have less and bottom clubs in the division likely have none. If its a winter window, many clubs don't get as big of a transfer kitty, so again, they may be targeting specific immediate needs.

Value is Relative. Again, simple logic truth but some people forget it. They get frustrated that they have to sell a transfer listed player for below their listed value, and have to pay above that to get the player they want. But they are buying players who aren't transfer listed and therefore, players that the current club doesn't want to sell. Huge difference. But value is a subjective and variable number that is affected by a number of different factors. Its player reputation, club reputation, contract length, etc.
