Birmingham City 3rd season - DLF or CF needed

I just finished my 2nd season with birmingham city, 10th in BPL and got to europa league by winning FA cup. I need a prolific striker to get to top 4 next season. Can play as Complete Forward and/or Deep Lying Forward. Any recommended players? budget max 15 Mil and wage below 40K. Thanks ;)
 
Look to see which players contracts are expiring and the transfer/loan list.

Look at the teams who have just been relegated.
