board can't find suitable feeder club?

I am playing Roma ending season 1 2012. My chairman agrees that we need a feeder club in a foreign country to increase our profile. But after some time he comes back and tell me that they can"t find suitable club this has a happened twice. What might be the reason for this? I have too many feeder clubs already? Is this normal? How do I "fix" this?

It does tend to happen quite a lot, and yes it could be that you have too many feeder clubs. It's happened quite a lot to me too...but I don't really know the reason exactly.
