The board have agreed to do their best to sign Pastore after I "stressed how important I believe it to be". Three weeks later, nothing has happened. Transfer window has closed and they've taken my £40m budget along with it. What happened?

Its a bug, and as far as I know, it's been reported quite a few times now. Board negotiated transfers sometimes fail to bring in the player even though all contracts are signed. Sorry bud.
