Board Restrictions

Anyone else having issues with board restrictions when trying to offer terms to players? I'm 500k per week under my wage budget and still cannot offer terms to players - it's says in red 'cannot suggest term due to board restrictions'

does anyone know how I can get around this? Kind of ruins the game

You can:
A:Ask board for more payroll budget.
B: Sell a player,get some money and the wage budget would be higher.
And it doesnt ruin the game.Its just like in real life football.You cant sign everybody.Im managing Hartlepool.In my second season(overall 4th season) sold my best striker record breaking goalscorer for 1.500.000(thats great money for me)and still cant sign a player with 3 000 wages.But thats in FM 13,i have fm 14 too and it hasnt changed.Its part of real life.
And there is always the FM Editor.

If I'm 500k a week under my wage bill I should be able to offer Essien a contract. I don't understand it won't let me offer anyone a contract.

Did you try changing the type of squad status the player gets? The highest squad status 'Key Player' will give you the maximum you can allocate to wages of the player. The flipside to this is that if you increase a players squad status, and then continue to use him as a rotation option, then he'll be very unhappy.

If it's still not possible, then you have no option but to wait. You can shift some of the transfer budget to wage budget, that'll slightly increase the wage budget amount..

tried changing the squad status but nothing changes.

I clicked continue for a couple of days, and my scout then recommended the player I was trying to sign, and I was now allowed to offer him a contract..
