Board signings and changing budgets

Hi, please help me out here. I have just signed Lars Bender for my Arsenal team in the first season. I first adjusted my budget such that my transfer budget was 0 and after a day I interacted with the board to buy me Bender. The transfer pushed through but for some reason I can not re-adjust my transfer budget, it is greyed out and still stuck at 0 while the wage budget is stuck at its maximum. Why is this happening? Should I have acquired the players I would have paid cash for first before interacting with my board to sign me a player? or where did I go wrong? would appreciate any feedback, thanks.

New feature in FM14 I'm pretty sure. Once you've changed the budget for a transfer, you can't change the budget back for the transfer to happen! Really does suck.

You can only change the budget so often during a certain period of time, was the same in 12.

You adjusted it then it got adjusted by the board right after.
