The Bolton Chairman has given that figure and their is no reason for the Bolton Chairman to lie whilst Wenger may just be trying to save face after the figure was revealed causing massive embarrasement for Arsenal

.... Cahill knew of the interest from Top clubs, pretty sure that if they went in with a solid offer, Bolton would have been ready to open talks anyway but by doing this, he has just strained relationships between the clubs
