Theoretically, it should be possible. If enough Brazilian teams have world class players, and they do well in the Club World Cup. I've got the French League rating to be 4.5 stars at one point, because along with my PSG team, Lyon and Marseille were kicking **** in the Champions League too. Although I don't think it usually rises by more than half a star.
