Brazilian Transfers. Bug....?

I just found an amazing Brazilian striker, a generated 14 years old turning 15 in a game's month (when managing a european club, Brazilian players are generated at the 2nd January in Brazilian clubs). I offered his club the amount of money required to purchase him and they accepted, I offered him a contract, and after a few days I get the message that he accepts it and all that remains is my approval. But wait, there's a catch, it says the transfer will go only in 3 years from now! What??! Why??? Is that a bug or something? I thought at first that it's because his contract expires at this particular date but I was wrong since it expires 5 years later, so what's this all about? I also bought at the beginning of the season a young generated Argentinian from an Argentinian club and he made the move right away.

Any kind of help or a piece of information would be appreciated.

Yep, it is. Brazilian clubs were whining over losing their players under the age of 18 so fifa I think made up the ruling that Brazilian players leave their clubs at 18
