Budget Adjustment Broken?

In my PSG save the Budget Adjustment line is greyed out and can't be modified.
Does it make sense?

Read somewhere else on the forum that another person asked this question; apparently it has to do with the "Financial Fair Play (FFP)"; your wage budget is not allowed to be higher than it is, therefore you should first sell players to free up wage budget
