Build a new stadium. How difficult is it?

I am on September 2020 with PAOK(Greece). At this time, I have managed to win the following trophies:

Greek Superleague: 2014,15,16,17,18,19,20(All the seasons). 7 times
Greek Cup: 2015,17,18,19,20. 5 times
Europa League: 2017. 1 time
Champions League: 2019,20. 2 times.
Super Cup: 2017,19. 2 times
Club World Championship: 2019. 1 time.

In real life, PAOK with the Russian president Ivan Savvidis is thinking to build a new stadium to replace Toumpa(from 1959) with a plan to go, in game in 2020 with all these achievements, the board says no every time with all the ways I say it. I also have bought the current stadium, which is always sold-out. The balance is about to 65M.

It will depend on getting a loan from the banks (greek banks! oO)) so your chairman will need a high business attribute.
Also you must be selling out your stadium for over half (in my experience) of your matches.
All you can do is keep making the club money and hope for a takeover...
