Building ME breaking tactics

How do you go about building tactics that are overpowered or break the match engine?

What's the process for those who build solid tactics? Do you watch full highlights extensively?

Not that i do what you are looking for i'd say maybe look a the top three formations to see if there any conclusive repetitions. Then if there are use those as a baseline and go from there. That could be formation of instructions per say.
