Buying players for lower leauge clubs

I haven't played this for a few years now but I remember having problems buying good players for lower league clubs as they get better and climb the league. is this still the case or has this been sorted out?

What problems? I think it is quite normal for lower league clubs to be quite difficult to attract players, esp those with low reputation score.
