Playing with with 4-2-3-1 with 2 DM's, looking for a good deep lying playmaker to pull the strings from CDM and a RW to complete my attacking four.

So far its:

Weidenfeller
Chandler-Subotic-Hummels-Schmelzer
Bender-Kehls
GroBkreutz-Kagawa-Gotze
Barrios

I personally for CDM would go for either

Arouca - santos (11million or so)
Andrea Bertolacci - Roma or Lecce (unsure of price, still relatively cheap though if he's still at roma/lecce)

For RW, I'm not sure, how high can you go?

Don't worry about RW because Gotze can play everywhere, and Shinji is pretty decent on the wing also, Blaszczykowski is good enough. (tbqh with your limited budget you really can't buy a lot of players). I'd swap my 3 AMFs (just to confuse their defenders).

If you have 2 or 3 seasons to build up a player as a dlp, go for Emre Can from Bayern München. Got him for 2 million in the first transfer window in my first save. And Ilkay Gündogan isn't too bad in that role as well.
