Can anyone help me out with feeder club + work permit issues.

So I am trying to sign youth players from south america to my team in England. Unfortunately they keep getting denied work permits. I even have 2 feeder clubs that should work (Elche in spain, Zagreb in croatia) but yet i have never been given the option to sign a player and then send him to those teams. Where would this option even be? I have offered them a contract and appealed the work permit decision but still don't know how to do this and it is frustrating as I have lost out on some great regens.

When you request a new feeder club you have to specifically say that you want it for work permits otherwise it won't work. You may need to ask the board for another one this way and then it should work
