No. You will have to start a new one :)

Edit: GabeGenesis could be right. It depends how you interpret 'changed' - do you mean change the size/add leagues? Or edit a currently running game?

FMRTE to a certain extent, Yes. But not things like new league, new players. Generally the database can be editted but not added if you get what I mean.
 
The only save game editor is FMRTE, but you cannot use the official game editor to edit any saved games no.
