I am playing Watford, I have 7 scouts including Chief scout, but I can't scout 95% of players. I can't scout any regens, because it says "Cannot afford to scout". I can't increase my scouting range. I bought some great scouts, but this is stupid :/
The quality of your scouts does not affect your scouting range at all, its more of as board issue. How are your finances? If poor, its unlikely the board will allow you to have scouts roaming the world racking up travel expenses etc.
