Cannot arrange international friendlies

In my saved game, I currently manage two international teams.

However, I cannot arrange any friendlies. When I go to arrange one, all the dates are unavailable.

Every other team has a friendly, it is an international date. My assistant is not set to arrange them (although I have tried that and it doesn't work).

It's absolutely ridiculous that you cannot arrange friendlies.
