Cannot Take over U21's or U18's Question.

I played from CM01 through to FM15 and then got bored winning. Got caught up in the hype over FM26 and signed up for the beta. My usual procedure was to concentrate on the 1st team squad until I had them running like I wanted then I would take over the U21 & U18 squads ensuring that the proper players were picked and proper tactics played. I tried to take them over last night but although it appears that I can take over certain aspects there, the picking the team and tactics remains with the U21 & U18 manager. I sacked him thinking that would solve it but not so, that just allowed the *** Man to take over instead. Is this meant to be this way or am I missing something.
