Can't adjust budget

I've just started a new save with Heerenveen and I can't adjust my budget at all - when I move the slide to the left, nothing happens. It's a hassle cause I can't sign any players with overloaded wage budget. I wanna know if it will be fixed after some time (maybe the board doesn't trust me cause I've just started the job?) or if it's just a bug that will haunt me till the end of the save.
