I really wanna be manger for arsenal fc usa youth or chelsea(USA) but i dont know how any suggestions?

He means that the two teams he listed there are in USA leagues below the MLS (Am. National Academy League and US Adult Soccer Association respectively).
As far as I can see from adding leagues, you can only play MLS. Waiting for those teams to get promotion to the MLS might never happen, so I wouldn't try that approach.

Considering the MLS does not have a promotion system isn't going to happen.

You'll have to go into the editor as suggested and edit the lower usa leagues to ensure they are playable. I am sure there is a database you can download that will allow you to coach the YSL and such.
