Can't choose feeder club!!!!

I am managing a team for six seasons, with many thropies won, but every time I request a feeder club the board never asked me if I want to be inolved in this.... Any ideas why?

I requested a feeder club for my Southampton team in season 2020/21 and was given a list of 5 or 6 Italian clubs to choose from, including Roma, Lazio and Fiorentina who are all now in Serie B. I chose Fiorentina, but had I been able to pick any team from across Europe I would have chosen Genk or FC Utrecht.

I have read on the forum before that you do get to choose your own if you become really successful and have been at the club a long time, but I haven't seen it myself.
