Can't exchange player on FM handheld 2011 iPod Touch

When I want to exchange a player I click 'Exchange Player' but then under in the window there is a text balk with: 'No players are suitable for exchange'

What should I do to exchange a player??

some teams are like that, it *might* depend on the nationality? i can exchange most players with teams withing the pl, but with german/french teams i could only exchange players that were of the same nationality as the team. Might have something to do with work permit acceptance too, or maybe you have to load the leagues?
